Gainey for Sheriff, Gainesville, FL For Sheriff of Alachua County

  IT SEEMS NATURAL THAT the candidate with the highest qualifications, most experience — and who is currently second - in - command — step into the role of Alachua County sheriff. That candidate is Emery Gainey. Throughout his 24 - year career with the Alachua County Sheriff’s Office, Gainey has fulfilled assignments within nearly every department. Today, he serves as Chief of Staff, the agency’s highest - ranking position and second in command, and Chief Financial Officer. As such, he manages the agency’s 800-plus employees and oversees the roughly $60 million dollar budget.

Gainey has the distinct ability to keep his finger on the pulse of our communities’ law enforcement issues and needs while still expertly focusing on “the big picture.” He’s known for interacting with leaders and citizens in all size communities. As sheriff, he plans to create fully staffed small-community substations to better serve the law enforcement needs of these rapidly growing areas. After Sept. 11, he assumed the agency’s role of Homeland Security Commander and member of Florida’s Region Three Domestic Security Task Force to help ensure first response resources for terrorist events within Alachua County, the region and Florida. Instrumental in acquiring millions of Federal Homeland Security funds for the region, Gainey is a highly successful advocate on many levels for the safety and well-being of Alachua County.

Securing funds to improve service quality and efficiency is Gainey’s hallmark. His distinct communication and mediation skills make him successful in furthering coordination among county and city governments and law enforcement agencies. His relationship with the Alachua County Commission helped secure $1.6 million to purchase a new Records Management System and patrol car computers, empowering his deputies to be more effective and helping to decrease in-house costs.

This Gainesville native and University of Florida and FBI National Academy graduate is tough on crime but also pragmatic.

“You have to stay on the cutting edge,” said Gainey, who also holds a Crime Prevention Specialist certification. “Criminals have the tools, technology and skills, so we need to stay equal or ahead of them.”

Gainey describes the agency’s staff as its “richest resource.” He supports specialized training, such as training deputies to intervene during crisis situations — or situations — before they become a crisis. Having served, or currently serving, on many community organizations throughout his career, Gainey supports youth organizations and agency programs that work, early on, to foster responsible citizenship.

As the agency’s Chief Financial Officer, Gainey knows how to maintain fiscal soundness while developing innovative, cost-effective strategies and solutions. He is also actively involved with the jail’s budget and management staff. With roughly 14,000 people booked last year (averaging more than 900 inmates daily), the jail addresses many issues, including safety, nutrition, sanitation, physical and mental health care.

“Our jail is bigger than many small towns, and it runs 24-7,” said Gainey. “Our goal is to fulfill its many necessary functions and make it as fiscally sound as possible. Studies show some minor issues, but overall we run a clean, efficient facility while upholding state mandates and human rights. As with other areas we can always do a better job.”
